Résumé

I have been working for 15 years in a multinational context, at the European Commission for Democacry through Law (Venice Commission) of the Council of Europe. I deal with projects in the electoral field and the field of political parties. This is definitely an enriching multicultural experience!

Since its creation in 1949, the Council of Europe has been a force for peace and co-operation, anchored in our common heritage, in human rights and democracy. With the fall of the Berlin Wall in 1989 and the spread of democratic values throughout Europe, the Organisation gained a new political dimension. Today, the Council of Europe embodies the shared commitment of some 800 million Europeans to human rights, democracy and the rule of law among 48 member states.

Thanks to this international experience, I developed managerial and project management competencies in international law and international relationships.

I am currently available for proposal of partnership in legal issues, consulting or publishing, more precisely on international law, elections and fraud issues.

- Drafting recommendations and legal opinions on electoral laws and laws on political parties
. Organisation and participation in visits in member states in view of preparing legal opinions, including meetings with officials from national institutions and with civil society representatives
. Among other for the following states: Armenia, Azerbaijan, Bulgaria, Georgia, Hungary, the Republic of Moldova, Montenegro, “the former Yugoslav Republic of Macedonia”

- Drafting comparative studies and memorandums for the Council of Europe Secretary General, the Venice Commission president and members and management of the Commission; giving advice to the management

- Participating in the sub-commissions and plenary sessions of the Venice Commission
. Working meetings with national delegations; negotiation
. Drafting amendments, presenting documents, preparing the adopted documents
. Secretariat of the Commission (report of the session)

- Conducting missions of legal advice for the Council of Europe Parliamentary Assembly; short-term election observer
. Preparation of memorandums for the observer delegations underlining the legal framework and practice
. Legal advice provided to the parliamentarians observing, including the heads of delegations
. Broad experience in participation of elections observation missions in the Balkans, Central Europe and Caucasus (more than 45 missions)
. In this context, relationships with the other European institutions, in particular the OSCE, the European Parliament, the Office for Democratic Institutions and Human Rights of the OSCE (OSCE/ODIHR)

- Conducting field activities in the electoral field and the field of political parties
In the areas of activities of the Venice Commission, organisation and participation in conferences, training seminars
